RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on November 13 and 14 in Lake Placid in the Whiteface meeting room of the Olympic Arena on Main Street. On Friday, Ted Blazer, chief executive officer and president of the Olympic Regional Development Authority will welcome the Agency to the Olympic Arena.
The State Land Committee and the full Agency will discuss proposed unit management plans for the Dix Mountain Wilderness Area and the Giant Mountain Wilderness Area. Agency staff have recommended approval of two revised plans after consultation with the Department of Environmental Conservation. DEC’s revisions to the UMPs will add new summit stewards on the two mountains, establish preferred routs on trailless peaks and develop limits of acceptable change guidelines to monitor ecological and sociological conditions. Additionally, DEC has agreed to address the rehabilitation of rock climbing sites and vehicle-access campsites in these Wilderness acres.
Preliminary staff recommendations for a proposed amendment to the Independence River Wild Forest Unit Management Plan will be discussed, but no final action will be taken by the Agency at this meeting.
The Agency’s meeting will begin at 9 am on Thursday, with the State Land Committee meeting commencing at 9:30.
Later on Thursday morning, staff will present proposed technical map amendments to the Park Policy and Planning Committee, with a request for committee and full Agency approval.
Thursday afternoon, Stephen M. Erman, Special Assistant for Economic Affairs, will advise the Economic Committee on the economic analysis he performs as part of the staff’s project review process. The Committee will hear a business status update from the president of Bionique Testing Laboratories, Inc., regarding his Agency-approved project in the Harrietstown Business Park.
At 2:30 on Thursday, the Legal Committee will hear a status report from Legal Division staff on ongoing regulatory revision efforts. This Committee will continue to discuss the definition of “floor space” as it relates to Agency project jurisdiction. Thursday’s meeting will end with an executive session of this Committee to discuss on going litigation. On Friday, November 14 the Regulatory Programs Committee will discuss two issues. Staff will first discuss the review process related to municipal water storage tanks and water treatment control buildings. The new preliminary consultation and pre-application conceptual review regulations, adopted by the Agency last year, will also be discussed.
At 10:30 AM, the full Agency board will convene to hear committee reports and make final decisions on the proposed Dix and Giant Unit Management Plans and technical map amendments. Following its usual practice, the Agency will end its meeting with public comments.
The next Agency meeting is scheduled for December 11-12, 2003 at the Olympic Arena in Lake Placid.
