June Agency Meeting Topics


RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on June 10 at its Ray Brook headquarters and on June 11 at the Tannery Pond Community Center in the Town of Johnsburg. Highlights for this month's meeting include: an appeal by Saratoga County regarding the Agency's request for additional information on their emergency communication towers project, a DEC informational briefing on Unit Management Plan amendments related to the use of ATVs on roads open for public motor vehicle use and a dedication ceremony for the Hudson River Interpretive Exhibits.

The Adirondack Park Agency will accept written public comments for proposed UMP amendments on Aldrich Pond, Black River and Independence River Wild Forest regarding ATV Use of Roads Open for Public Motor Vehicle Use. The Agency will accept written comments until June 29, 2004.

Thursday, June 10, 2004 –

The Full Agency will convene at 9:00 AM to conduct its regular business. The Executive Director's report, will recognize recent staff promotions and introduce new Agency personnel. Upon completion of its regular business, the Full Agency will break into Committee meetings.

9:15 AM – (Full Meeting Room) The Regulatory Programs Committee will hear Saratoga County's appeal of the Agency's Notice of Incomplete Permit Application. This project involves construction of three new emergency communication towers as part of the County's proposed 800 MHz Trunked Radio System. The Agency requested additional information pertinent in determining compatibility with the Agency's Policy for Telecommunication Towers and other Tall Structures. Saratoga County is scheduled the full morning to provide a full and fair opportunity to present their case to the Regulatory Program Committee.

1:00 PM – (Full Meeting Room) After Lunch the Regulatory Programs Committee will hear a presentation on a proposed major public utility project, a communication tower located on the east side of Pilot Knob Road in the town of Fort Ann, Washington County. The land is classified as Resource Management as shown on the Official Adirondack Park Land Use and Development Plan Map. The project involves construction of a telecommunication tower, related buildings and construction of an access road. 2:00 PM - (Full Meeting Room) The Park Policy and Planning Committee will meet to determine approvability of two amendments to the Official Adirondack Park Land Use and Development Plan Map. The first involves the Town of Chester, Warren County. The Committee will decide on reclassifying 16 parcels of land totaling 4,427± acres. The second proposed amendment would reclassify an approximately 230± acre parcel located in the Town of Northampton, Fulton County from Rural Use to Moderate Intensity Use.

The Department of Environmental Conservation will provide an informational briefing on a series of proposed amendments to Unit Management Plans (UMPs) and associated administrative actions that will address public all-terrain vehicle (ATV) use on certain roads within the Adirondack Park. The proposed amendments will ensure that ATV access on State Forest Preserve lands will conform to the State Vehicle and Traffic Law and the Adirondack State Land Master Plan, will not facilitate trespass on private lands, and will not cause environmental degradation. Specifically, DEC will discuss proposals for Aldrich Pond, Independence River, Black River and Watson's East Wild Forest areas.

3:30 PM – (Full Meeting Room) The Legal Affairs Committee will consider regulatory options to encourage replacement of non-conforming preexisting septic systems.

Friday, June 11, 2004 – Tannery Pond Community Center – Johnsburg, NY

9:00 AM – The full Agency board will convene to hear committee reports and take actions as appropriate. Following its usual practice, the Agency will end its meeting with public comments.

11:00 AM – A formal dedication of Hudson River Interpretive Exhibits will take place after the Agency meeting adjourns. The Agency worked with the Town of Johnsburg, DOT, DEC and Warren County to create a series of exhibits at the four interpretive rest areas along Route 28. The exhibits provide information about the river's ecology, history of the local community, local points of history and the Adirondack Park.

The next Agency meeting is scheduled for July 8 -9, 2004 at the Adirondack Park Agency, Ray Brook, NY.
