February Meeting Topics

RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on February 10 and 11 at the Agency’s headquarters in Ray Brook, NY. Meeting highlights include discussion of the Town of Chester’s Local Land Use Program, an update on the Statewide Wireless Network and discussion of the Vanderwhacker Mountain Wild Forest and Siamese Pond Wilderness Unit Management Plans.

The New York State Energy Research and Development Authority’s presentation on Wind Power is postponed.

The Full Agency will convene at 9:00 on Thursday morning for the Executive Director’s report.

At 9:15, the Local Government Committee will present, for approval, the Town of Chester’s local land use plan. Chestertown, working in cooperation with the Park Agency, has revised its zoning law, subdivision regulations and on-site wastewater treatment ordinance. Upon approval, the Town would assume jurisdiction over certain types of land use activities.

At 10:30, the Park Policy and Planning Committee will meet to determine approvability of a technical map amendment. The proposed amendment, located in the Town of Minerva, Essex County, would result in reclassifying 189 +/- acres of State Land from Wild Forest to Rural Use. Agency staff will also provide the committee a brief update on the Statewide Wireless Network project.

At 11:00, the Enforcement Committee will convene for their monthly program report and then break for an executive session.

At 1:00, the State Land Committee will hear presentations on the Vanderwhacker Mountain Wild Forest and the Siamese Ponds Wilderness unit management plans. The Vanderwhacker Mountain Wild Forest is located in the central Adirondack Park within the counties of Essex, Warren and Hamilton. The unit covers 91,854 acres. The Siamese Ponds Wilderness is located in the south-central portion of the Park within the counties of Warren and Hamilton. It is one of the largest areas classified as wilderness and is comprised of 114,010 acres of state land. This discussion is in anticipation of future Agency action on these plans.

At 2:30, the Regulatory Program Committee will consider a general permit for Department of Environmental Conservation projects on state land that involve wetlands.

At 3:00, the Park Ecology Committee will hear a presentation from the Department of Environmental Conservation on the Department’s pond reclamation program. Following this presentation are informational talks by Agency staff on the Adirondack Park Pest Problem and the Invasive Plant Species Task Force.

On Friday February 11 at 9:00, the Economic Affairs Committee will convene for a presentation by Brad Jackson, of the Franklin County IDA, regarding Economic Development Opportunities.

At 10:45, the full Agency board will convene to hear committee reports and take actions as appropriate. The full board will discuss Saratoga County’s request to continue to table the public hearing motion for another month.

The next Agency meeting is scheduled for March 10 and 11, 2005, at Adirondack Park Agency Headquarters in Ray Brook, New York.
