December meeting topics


RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on December 8 at the Agency’s headquarters in Ray Brook, NY. On December 9, the Agency will convene at the Paul Smiths Visitor Interpretive Center for the “Seeking Solutions” forum on workforce affordable housing.

At 9:15, the Regulatory Programs Committee will consider permitting a new municipal sanitary sewer extension. The project site, approximately 5.28 miles in length, is located in the Towns of Ticonderoga (Essex County) and Putnam (Washington County). The proposed low-pressure system will collect and convey sewage from domestic sources only.

At 10:15, the Park Policy and Planning Committee will consider authorization for the Executive Director to issue the Final Supplemental Environmental Impact Statement (FSEIS) for a proposed map amendment to the Adirondack Park Land Use and Development Plan Map. The amendment would reclassify land from Resource Management to Hamlet. The proposal involves approximately 160 acres in the Town of St. Armand. The committee will also hear a status report on the Agency’s ongoing Scenic Byways projects.

At 11:00, the Full Agency will convene for a presentation by the Resource Analysis and Scientific Services Unit. The presentation will highlight the unit’s responsibilities and operational procedures.

At 1:00, the State Land Committee will convene for action on the Shaker Mountain Wild Forest Unit Management Plan (UMP). This unit is located in the southern Adirondack Park and consists of 40,500 acres of lands in the Towns of Mayfield, Bleecker, Caroga, Northampton, and Benson in Fulton and Hamilton Counties. DEC staff will give a first reading on the Lewey Lake Campground UMP. The campground is located the Town of Lake Pleasant, Hamilton County.

At 3:00, the Legal Affairs Committee will discuss legal issues resolved since the last meeting of the Legal Affairs Committee in October.

On Friday, December 9, the Local Government Services Committee will host the second of two workforce-housing forums at the Paul Smiths Visitor Interpretive Center. The forum - entitled “Seeking Solutions – Local Government Initiatives, Partnerships and Land Use Tools” - will start at 9:00 a.m.

This forum will build on the discussions from the November forum by exploring recent local initiatives and partnerships between communities and housing organizations. Local officials will offer their experiences and community plans to bring affordable housing to their towns. The Department of State and Adirondack Park Agency staff will discuss a variety of land use tools such as inclusionary zoning, incentive zoning, cluster provisions and approved local land use programs to address zoning density issues.
