April Meeting Topics


RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on April 6 and 7 at the Agency’s headquarters in Ray Brook, NY.

At 9:15, the Full Agency will celebrate Earth Day by recognizing the efforts of the following organizations, which have contributed to the sustainability of the Adirondacks: the Adirondack Association of Towns and Villages, the Local Government Review Board, the Empire State Forest Products Association and the Department of Environmental Conservation.

At 9:45, the Regulatory Programs Committee will determine approvability for four projects:

• Proposal for a greater-than-25% expansion of an existing public /semi-public building (Mountain Lake Children’s Residence). The project is located in the Town of North Elba, Essex County.

• Open Space Conservancy’s proposed two-phase large-scale project. Phase I, APA Project and Permit 2003-115, was undertaken and is in existence. Phase II consists of a seven – lot subdivision, involving no new land use or development. The project site is a 10,050 +/- acre tract of land located on both sides of Essex County Route 25 in the Towns of Newcomb and North Elba, Essex County and the Town of Harrietstown, Franklin County.

• Sandy Lane Estates proposed subdivision. The project involves the subdivision of 102.58 +/- acres of land into 13 parcels, thereby creating 12 new building lots and a 2.26+/- acre subdivision road/stormwater retention parcel. This project is located in the Town of Bolton, Warren County.

• A temporary two-lot subdivision into sites and the construction of one single –family dwelling with related development in a Resource Management land use area. The proposed project is located in the Town of Franklin, Franklin County.

At 1:00, the State Land Committee will meet for a first reading of the St. Regis Canoe Area Unit Management Plan. The Saint Regis Canoe Area (SRCA) is the only unit of New York State land designated as a Canoe Area by the State Land Master Plan. The SLMP definition for Canoe Area is an area where the watercourses or the number and proximity of lakes and ponds make possible a remote and unconfined type of water-oriented recreation in an essentially wilderness setting.

The SRCA, a contiguous block of forested State land that covers 18,400 acres, is located in southern Franklin County. The majority of the unit is within the town of Santa Clara with small sections in the towns of Harrietstown and Brighton. The SRCA is approximately nine miles northwest of the Village of Saranac Lake and nine miles northeast from the Village of Tupper Lake.

At this time, the Adirondack Park Agency will accept written comments regarding State Land Master Plan compliance for the proposed St. Regis Canoe Area Unit Management Plan as submitted to the Agency for review by the Department of Environmental Conservation.

Following the St. Regis Canoe Area discussion, APA and DEC staff will continue dialogue on State Land Master Plan interpretation issues and their relevance to Unit Management Plan approval by the APA.

At 3:00, the Local Government Services Committee/Economic Affairs Committee will meet jointly. The Committee will consider amendments to the Town of Horicon’s Local Land Use Program and hear a summary of the Ninth Annual Adirondack Local Government Day.

At 4:00, the Legal Affairs Committee will hear the Rules and Regulations Revision status report.

On Friday, April 7, the Park Ecology Committee will convene at 9:00 for a presentation on Road Salt Effects in the Adirondacks. Charlotte Demers of the SUNY ESF Adirondack Ecological Center, Dr. Thomas Langen of Clarkson University and Nancy Karraker of SUNY ESF at Syracuse will present research projects findings.

The Full Agency will convene at 11:00 to hear committee reports and take actions if necessary.
