RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on May 11 and 12. On May 11, the meeting will be held at the Paul Smiths Visitors Interpretive Center and on May 12, the meeting will return to agency headquarters in Ray Brook, NY.
At 9:15, the Regulatory Programs Committee will determine approvability for five projects: • A six-lot subdivision involving wetlands. The proposed project consists of the subdivision of 604 +/- acres into six parcels ranging in size from 14+/- acres to 280 acres. The project is located in the Town of North Elba, Essex County. Key issues include visibility and review of future development.
• Installation of four 70-foot tall light poles. The AuSable Valley Middle-High School proposes to install four light poles to providing lighting for existing athletic fields. The project is located in the Town of Ausable, Clinton County. Key issue is potential visual impacts.
• A thirteen-lot subdivision involving wetlands. The proposed project is phase 2 of the Pine Brook Subdivision and consists of the subdivision of 46.75+/- acres into 13 parcels resulting in creation of 11 new building lots, 1 non-building lot and a subdivision road. The project is located in the Town of North Elba, Essex County. Key issues include visibility and size of dwellings.
• A sixteen-lot subdivision involving wetlands. The proposed project consists of the subdivision of a 657.2-acre tract of land into 16 parcels resulting in creation of 14 new building lots, conveyance of one non-building lot to an adjacent landowner and the retention of one parcel (335.53 acre) by the applicant. No new land use or further subdivision is planned for the retained parcel. The project is located in the Town of Franklin, Franklin County. Key issues include open space and wetlands.
• Westport Development Park. The proposed project, a second renewal, will result in the subdivision of 32.35 acres of land into five lots ranging in size from 4.5 to 7.4 acres in size. These parcels will be used for future commercial and industrial development. The project is located in the Town of Westport, Essex County.
The Regulatory Program’s Committee will also hear an appeal from Adirondack Wind Partners. The applicant is appealing item one of the Agency’s Notice of Incomplete Permit Application requesting either submission of a permit application or a request for conceptual review for the overall large-scale project involving the installation of several wind turbines.
At 11:00, the Full Agency will convene for a presentation by the Interpretive Programs Division. The presentation will highlight the division’s responsibilities and operational procedures.
At 1:00, the State Land Committee will meet for a possible final consideration of compliance with the State Land Master Plan for the St. Regis Canoe Area Unit Management Plan. The committee will hear a first reading for the revised Jessup River Wild Forest Unit Management Plan. Following UMP discussions APA and DEC staff will continue dialogue on State Land Master Plan interpretation issues and their relevance to Unit Management Plan approval by the APA.
At 3:00, the Interpretive Programs/Park Ecology Committee will hear an update on the Adirondack Park Invasive Plant Program. Hilary Oles, project coordinator, will share accomplishments and summer priorities. The committee will discuss adopting the Adirondack Park Aquatic Nuisance Species Management Plan.
At 5:00, the Full Agency will convene for the opening of the New York Artist Guild’s traveling Invasive Plant Watercolor Exhibit. This will take place in the theater at the Paul Smiths Visitor Center.
On Friday, May 12, the Regulatory Program’s Committee will reconvene at 9:00 at Park Agency headquarters in Ray Brook for the Deputy Director’s report.
At 10:30, the Administration Committee will meet for a presentation of agency finances.
At 11:15, the Full Agency will convene for a discussion of building height and Department of Environmental Conservation policy on Forest Preserve Roads.
The Full Agency will then hear committee reports and take actions if necessary.
