RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on August 10 and 11 at the Agency’s headquarters in Ray Brook, NY.
The Full Agency will convene at 9:00 on Thursday morning for the Executive Director’s report.
At 9:15, the State Land Committee will determine approvability for a proposed State Land Reclassification involving approximately three acres of state land, in the Town of North Hudson, from Wild Forest to State Administration. The committee will then consider State Land Master Plan compliance for both the Blue Ridge Wilderness Area and the Whiteface Mountain Ski Area Intensive Use Area - Unit Management Plans. Department of Environmental Conservation staff will provide an informational reading of the Watson’s East Triangle and the White Hill Wild Forest Unit Management Plans. The committee meeting will conclude with ongoing State Land Master Plan interpretation discussion issues.
At 1:00, the Regulatory Programs Committee will determine approvability for three projects:
• Fern Lake Subdivision. The proposed project located in the Town of Black Brook, Clinton County involves a 27-lot subdivision that would result in 25 new residential building lots ranging in size from 1.47 acres to 5.06± acres; one vacant common area shoreline lot of 8.17± acres and the remainder of the 4,900+ acres to be retained by the current landowner.
• Verizon Wireless and Nextel Partners proposed tower expansion. The project is a major public utility use involving new structures over 40 feet in height. Verizon Wireless and Nextel Partners propose to raise the height of an existing 70 ft. high guyed lattice work tower by 20 feet and place two sets of panel arrays on the extended tower for cellular communication. Niagara Mohawk own the existing tower and it is located on lands owned by the Town of Webb (McCauley Mountain Ski Center).
• Adirondack Wind Partners, LLC wind monitoring tower. Temporary installation of an eight-inch diameter guyed pole 164 feet in height to support meteorological monitoring equipment, including wind direction vanes, anemometers and a temperature sensor, for a two year period. Data from monitoring at this location and at a previously approved location will be used to determine whether it is feasible to install permanent tower-mounted wind turbines used to generate electric power. The project is located in the Town of Johnsburg, Warren County.
At 3:00, the Legal Affairs Committee will assemble for a legal guidance report covering some of the legal issues addressed during the months of May through July. The committee will be briefed on the environmental benefit projects that were part of the Route 3 consent order.
On Friday, August 11, at 9:00, the Economic Affairs Committee will hear a presentation on Papermaking in the Adirondack North Country, Industry Dynamics. Papermaking has been a historically important economic activity in terms of employment and income in the Adirondack Park and the broader North Country. The Committee will receive an update on the status of the papermaking industry and will learn of key trends affecting industrial operations and their potential impact on the Adirondack Park. The presentation will be by Chris Mallon, Mill Manager, International Paper, Ticonderoga, and Tom Amidon, Professor and Faculty Chair, Paper Science and Engineering, SUNY/ESF.
At 10:00, the Park Policy and Planning Committee convene for a presentation from Glen LaFave, Executive Director of the Hudson River –Black River Regulating District. Mr. LaFave will introduce the Hudson River – Black River Regulating District and discuss some of its history.
At 11:00, the Full Agency will hear committee reports and take actions as appropriate.
