October Meeting Topics


RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on October 12 at the Hotel Saranac (Ballroom) in Saranac Lake. The meeting will move to “The Wild Center” in Tupper Lake on Friday, October 13.

The Full Agency will convene at 9:00 on Thursday morning for the Executive Director’s report.

At 9:15, the Park Policy and Planning Committee will determine approvability for a technical map amendment involving five areas of land that were erroneously delineated on the Official Adirondack Park Land Use and Development Plan Map. The amendment totals 77 acres and would correct parcels located in the Town of Morehouse, Hamilton County.

Immediately following Park Policy, the State Land Committee will consider State Land Master Plan compliance for an amendment to the Fulton Chain Wild Forest Unit Management Plan. The committee will then hear a first reading of the Moose River Plains Wild Forest Unit Management Plan. DEC will give informational readings for Nick’s Lake Intensive Use Area and the Ferris Lake Wild Forest Unit Management Plans. The committee meeting will conclude with ongoing State Land Master Plan interpretation discussion issues.

At 1:00, the Regulatory Programs Committee will determine approvability for a variance request and two projects:

• Sign variance for Ticonderoga Property Development, LLC: The applicant requests variances to the Agency’s Standards for Signs Associated with Projects. The project is located in the Town of Ticonderoga, Essex County. Key issues include practical difficulties and/or unnecessary hardship.

• Matthew & Joni Dean - Boardwalk and permit amendment: The proposal involves installation of a 49’ by 2’ boardwalk to access the Schroon River, a designated Recreational River, and an amendment to an existing agency permit. Key issues include wetland impacts, visual impacts, and water quality. The project is located in the Town of Chester, Warren County.

• Frank Parillo - Ellsworth Marina dredging proposal: The proposed project involves maintenance dredging at the Ellsworth Marina. An estimated 48± cubic yards of material will be removed to achieve the originally approved average water depth of two feet at the existing docks. The applicant also proposes that additional dredging be permitted over a ten-year period to maintain the proposed average water depth of two feet at the docks. Key issues include wetland impacts, water quality impacts, and impacts to aquatic species. The project is located in the Town of Queensbury, Warren County.

At 3:00, the Park Planning Committee will re-convene to discussed the revised draft memorandum of understanding between the Hudson River-Black River Regulating District and the Adirondack Park Agency. The State Land Committee will also reconvene to continue discussion of State Land Master Plan interpretation issues.

On Friday, October 13, the Agency meeting will start at 9:00 AM in the Wild Center in Tupper Lake. The Local Government Services Committee will discuss amendments to the Town of Arietta’s approved local land use plan.

The Full Agency will convene for committee reports and to take actions if necessary. The Board will then adjourn to the Wild Center’s theater for a welcoming remarks and a slide presentation by museum staff.
