November Meeting Topics


RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on Thursday, November 9 and Friday, November 10 at the Adirondack Park Agency headquarters in Ray Brook, NY.

The Full Agency will convene at 9:00 on Thursday morning for the Executive Director’s report.

At 9:15, the State Land Committee will hear first readings for the Raquette-Boreal Wild Forest and Primitive Area, White Hill Wild Forest, Lake George Wild Forest, Wilcox Lake Wild Forest and Alger Island Campground Unit Management Plans. The committee meeting will conclude with ongoing State Land Master Plan interpretation discussion issues.

At 1:00, the Regulatory Programs Committee will determine approvability for three projects:

• Saratoga County Emergency Radio Communications System: This project is a redesign of a previously submitted proposal. The new system involves six sites inside of the Adirondack Park. The proposed system will use an 800 MHz radio system to cover 95% of the County's population within the Park and a High Band VHF radio system to cover the remaining less populated portions of the County within the Park. A 960 MHz microwave system will link the radio coverage in the Park to the system outside of the Park. The proposed system includes: two-way emergency radio communications (mobile and fixed base), dispatch functions, personnel alerting and data transmission. The project is located in the Towns of Edinburg, Corinth, Day and Hadley in Saratoga County and the Town of Lake Luzerne in Warren County.

• Hutchison subdivision: The applicant proposes a 21-lot shoreline subdivision involving wetlands and occurring within a recreational river area. A shoreline setback variance for an elevated boardwalk is also required. The project is located in the Town of Franklin, Franklin County.

• Richards Logging subdivision: The applicant proposes a two-lot subdivision involving wetlands and an after-the-fact approval for a wood using facility. The project is located in the Town of Colton, St. Lawrence County.

At 2:30, the Park Ecology Committee will meet for a final status report on the Upper Saranac Lake Association efforts to control Eurasian Watermilfoil in Upper Saranac Lake. The committee will also hear an introduction of the Adirondack All-Taxa Biodiversity Inventory.

On Friday, November 10, the Agency meeting will start at 9:00 AM. The Economic Affairs Committee will discuss ongoing initiatives on affordable/workforce housing, broadband, and the papermaking industry.

At 9:30, the Park Policy and Planning Committee will hear a presentation on updates to the “Green Book.” This is the guidance document for planning transportation projects inside the Adirondack Park. Staff from the Department of Transportation, Department of Environmental Conservation and the Adirondack Park Agency will participate in the presentation.

The Full Agency will convene for committee reports and to take actions if necessary.
