RAY BROOK, NY – Adirondack Park Agency asks for technical presentation for Adirondack Club and Resort - announces plans for Legislative Hearing.
At Thursday’s Adirondack Park Agency meeting, Regulatory Programs Chairwoman Loni Ulrich stated “Given the large scale and complexity of this project and the fact that we have new board members, it would be helpful to me, and I expect to other board members, if their was a technical presentation of the overall project so we could all become more familiar with this project.”
After consultation with the project sponsors, the Adirondack Club and Resort’s consultants agreed to give a technical presentation on Wednesday, January 10. The presentation will be to the Regulatory Programs Committee in the presence of the Full Board. Board members will have the opportunity to ask the consultants clarifying questions. This meeting is open to the public but is informational only. It will not include a public comment period. The public will have the opportunity to comment during the legislative hearing to follow in the evening.
The technical presentation will take place from 1:00 to 4:00 PM at the Harrietstown Town Hall in the Village of Saranac Lake.
The technical presentation will focus on:
• natural resources on the project site • proposed design of the roads, water, sewer, and electric infrastructure • proposed types and locations of private and public buildings • redevelopment plan for the ski center • proposed ownership, organization, and management arrangements of the site when operational • proposed financing arrangements for project infrastructure • economic impacts • proposed phasing of the project • potential impacts on adjacent state lands from increased recreational use
The legislative hearing will follow in the same location on Wednesday evening from 6:00 to 10:00 PM. During the legislative hearing, the project sponsor’s consultants will provide an overview focusing on the project site and the proposed development. After the presentation, members of the public will have the opportunity to make statements addressing any aspect of the project. The public will not be allowed to question the consultants nor the Agency Board. The hearing will include a moderator and a stenographer to compile a written transcript. In an effort to accommodate as many speakers as possible comments will be limited to three minutes. Written comments will also be accepted at the legislative hearing.
The legislative hearing is not a forum to determine project approvability or whether to order an adjudicatory public hearing. The legislative hearing is a public information opportunity at which board members will be informed of project details and hear, first hand, public comments prior to possible rendering a decision at the February meeting.
The legislative hearing in January does not substitute for a formal adjudicatory hearing, should the board decide to hold one, nor does the proposed January legislative hearing substitute for the public comment component of a formal adjudicatory hearing for a project pursuant to Part 580 of Agency Regulations.
