January Meeting topics


RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on Thursday, January 11 and Friday, January 12 at the Adirondack Park Agency headquarters in Ray Brook, NY.

A special session of the Regulatory Programs Committee will convene on Wednesday, January 10 from 1:30 to 4:30 at the Harrietstown Town Hall in the Village of Saranac Lake, followed by a legislative hearing commencing at 6:30 pm at the Tupper Lake High School, 25 Chaney Avenue, in the Village of Tupper Lake. The objective of the Agency at these sessions is to familiarize itself with the facts of the proposed Adirondack Club and Resort project application and with public comment regarding the application, solely for determining next month on whether to direct the project to an adjudicatory hearing or issue a permit.

The afternoon session is open to the public but will not include a public comment period. The public will have the opportunity to comment at the legislative hearing.

The Full Agency will convene at 9:00 on Thursday morning for the Executive Director’s report.

At 9:15, the State Land Committee will hear a first reading of the Ausable Point Public Campground Intensive Use Area Unit Management Plan. The committee meeting will conclude with ongoing State Land Master Plan interpretation discussion issues including snowmobile trail data.

At 11:15, the Park Policy and Planning Committee will see a GIS presentation detailing land use patterns on lands classified as Resource Management.

At 1:00, the Regulatory Programs Committee will determine approvability of one project and two permit renewals:

• Stuart LaLonde Boathouse: The applicant proposes construction of a boathouse on the Raquette River in a designated Recreational River area. The project is located in the Town of Tupper Lake, Franklin County. Key issues include shoreline protection, wetland protection and visibility.

• Lake George Park Commission’s Nuisance Aquatic Plant Program: The applicant requests renewal for an additional five years to manage Eurasian watermilfoil using hand harvesting, suction harvesting and installation of benthic barriers. The harvesting will be undertaken on Lake George in the municipalities of Lake George, Queensbury, Bolton and Hague, Warren County; Fort Ann, Dresden and Putnam in Washington County; and Ticonderoga in Essex County.

• Renewal of APA General Permit/§814 Order 2002G-1 - Disposal of Uncontaminated Wastes from Maintenance and Construction Activities by Highway Departments

At 2:30, the Administrative Committee will meet to discuss the status of the agency’s automobile fleet and purchasing policies.

At 3:15, the Enforcement Committee will hear presentations summarizing the 2006 enforcement program and an overview of first year accomplishments for the enforcement prevention program.

On Friday, January 12, the Agency meeting will start at 9:00 am with a “Year in Review.” Each division will briefly report to the Agency on the accomplishments of the past year with emphasis on strategic achievements and additional focus on the goals of the coming year.

The Full Agency will then convene for committee reports and to take actions if necessary.
