July Meeting Topics


RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on Thursday, July 12 at the Adirondack Park Agency Headquarters in Ray Brook, NY. The meeting will move to the Tannery Pond Center in North Creek on Friday, July 13. The Tannery Pond Center is located at 228 Main Street.

The Full Agency will convene on Thursday morning at 9:00AM at which time Acting Executive Director Mark Sengenberger will introduce new staff members.

At 9:15, the Regulatory Programs Committee will review two projects. The Committee will consider a proposed residential use wind powered turbine proposal. The maximum height of the tower and blades is 101 feet. The proposed project is located in the Town of Saranac, Clinton County. Key issues include visibility and open space/aesthetics.

The second project before the Committee involves construction of a three-foot-wide by 215-foot- long boardwalk, which extends into Lily Pond. An 8- by- 8 foot dock is planned for the end of the boardwalk. This proposal requires a variance from Agency shoreline setback requirements as well as a permit for a regulated activity within a wetland. The proposed project is located in the Town of Greig, Lewis County. Key issues include wetlands protection, shoreline protection and visual impacts.

The Committee meeting will conclude with a status report on the EPA grant funded Permit Compliance Program. Kathleen Regan, EPA Project Coordinator, will brief the Committee.

At 11:00, the Legal Affairs Committee will convene to discuss public participation and regulatory revision. The Agency has worked closely with a group of technical advisors, referred to as the Technical Advisor List. Possible topics for consideration include SEQRA conformance, Local Land Use Programs and codification of existing Agency guidance.

At 1:00, staff will give a presentation to the State Land Committee on No Material Increase and State Lands acquired after 1972. The Committee will have a second discussion on the memorandum of understanding between the APA and DEC on implementation of the State Land Master Plan. The meeting will conclude with a presentation on using GIS to facilitate a shift toward a Park-wide approach to Adirondack Forest Preserve Planning.

On Friday, July 13 at 10:00AM, the Full Agency will come to order in the Tannery Pond Center in North Creek for introduction of guests and public comment.

At 10:15, the Local Government Services Committee will review the Town of Johnsburg’s proposed Local Land Use Program. The town is seeking an APA approved local land use program, which would result in the transfer of Class B regional project jurisdiction from the Park Agency to the Town of Johnsburg.

At 11:45, The Full Agency will convene for committee reports and to take actions if necessary.
