August Meeting Topics


RAY BROOK, NY - The Adirondack Park Agency will hold its regularly scheduled monthly meeting on Thursday, August 9 and Friday, August 10 at the Adirondack Park Agency Headquarters in Ray Brook, NY.

The Full Agency will convene on Thursday morning at 9:00AM at which time Acting Executive Director Mark Sengenberger will introduce new staff members and recognize John Barge for twenty-five years of service to the Agency.

At 9:30, the Regulatory Programs Committee will review two projects. The Committee will consider approval for a 60-foot-tall temporary telecommunications tower. This temporary facility would be utilized until Public Service Commission approval is granted for the tower already approved in Permit 2005-335. The proposed project is located in the Town of Mayfield, Fulton County. Key issues include visibility, open space/aesthetics and conformance with the Towers Policy.

The second project before the Committee involves re-development of a pre-existing 5,000± square-foot warehouse into residential and retail space. The structure will exceed 40 feet in height and is within the shoreline setback area (50 feet) of the Saranac River. Therefore, a shoreline setback variance is also required. The proposed project is located in the Town of Harrietstown, Franklin County. Key issues include erosion control, re-establishment of shoreline vegetation, minimum relief necessary and undue hardships.

At 11:00, the Interpretive Program Committee will be updated on summer programming currently under way at the Paul Smiths and Newcomb Visitors Interpretive Centers. July attendance at the Paul Smiths VIC was 9,465 people. During their visit, nearly 3,000 people attended the Butterfly House workshops. Visitation at the Newcomb VIC was just under 5,000 people with 634 people attending the various workshops and programs offered.

At 1:00, the State Land Committee will discuss staff’s draft guidance memorandum regarding tracking snowmobile trail mileage in Unit Management Plans (UMP). The purpose of staff guidance is to insure a consistent, timely process for Agency review of UMPs that contain snowmobile trail proposals and to create a mechanism for tracking snowmobile trail mileage on a unit-by-unit basis consistent with State Land Master Plan guidance for no material increase of trail mileage on State Lands classified as Wild Forest.

At 2:30, the Administration Committee will convene to update policies based on recently adopted revisions to the Memoranda of Understanding for Implementation of the State Land Master Plan for the Adirondack Park. The Committee will address STATE LAND-1: Agency Review of Unit Management Plans Pursuant to the Adirondack Park State Land Master Plan and AGENCY-2: Agency Public Comment Policy.

At 3:00, the Local Government Services Committee will review the Town of Newcomb’s proposed amendments to their Agency approved Local Land Use Program. Newcomb proposed 30 amendments to its Zoning and Site Plan Review Local Laws. Amendments include provisions that allow new uses, add or modify definitions or provide modified administrative controls.

On Friday, August 10 at 9:00AM, the Full Agency will convene for committee reports and to take actions if necessary.
