March Meeting Topics

RAY BROOK, NY – The Adirondack Park Agency will hold its regularly scheduled monthly meeting on Thursday, March 13 and Friday, March 14 at the Adirondack Park Agency Headquarters in Ray Brook, NY.

The Full Agency will convene on Thursday morning at 9:00 for the Interim Executive Director’s monthly report.

At 9:15, the Regulatory Programs Committee will consider one project, one general permit and hear a presentation on the Ski Bowl Village at Gore Mountain project.

Jointa Galusha, LLC proposes a new 35-acre commercial sand and gravel extraction operation that would operate in conjunction with a nearby, previously approved extraction operation. The proposed project is located in the Town of Fort Ann, Washington County. Key issues include noise, aesthetics, adjacent uses and a previous denial for an extraction at the proposed location.

The Committee will discuss a general permit that would authorize the NYS DEC, Adirondack Park Invasive Plant Program (Adirondack PRISM), qualified lake associations, local municipalities, certified lake managers, and qualified aquatic consultants to manage aquatic invasive plant species, including Eurasian watermilfoil, curlyleaf pondweed, water chestnut, yellow floating heart, and European frog-bit. This general permit would only apply to hand harvesting and benthic barrier use in water depths less than 2 meters. Agency staff is recommending review for public comment.

Agency staff will provide an overview of the Ski Bowl Village at Gore Mountain project application. This residential/ resort project application includes a 120 room hotel, 34 room inn, 60 room inn, 131 townhouses, 80 condominium/hotel units, a private ski lodge, 18 single family dwellings, 4 artist apartments, 10 single-room apartments for staff housing, restaurants, equestrian center with an outdoor riding arena, mountain spa, retail space and a 9 hole par 3 golf course. Restoration of the former North Creek Ski Bowl trails with a connection to Gore Mountain is proposed. The project site is located off Ski Bowl Road and NY Route 28 in the Town of Johnsburg, Warren County. The Board will not take any action on this project this month.

At 11:15, the State Land Committee will convene to interpret the State Land Master Plan’s Wild Forest Basic Guideline 4. This guideline states: “Public use of motor vehicles will not be encouraged and there will not be any material increase in the mileage of roads and snowmobile trails open to motorized use by the public in Wild Forest areas that conformed to the master plan at the time of its original adoption in 1972.” The Board will consider adopting a snowmobile mileage ceiling of 848.88 miles, as established in DEC Snowmobile Trail Policy ONR-2, compliant with the State Land Master Plan.

At 1:00, the Park Ecology Committee will hear presentations from DEC Region 5 Bureau of Wildlife staff. Staff will discuss wildlife activities in the Park, large mammal management, endangered/non-game species management and furbearer status.

At 2:30, the Enforcement Committee will meet to determine the enforcement matters of the Lands of Sawyer and Lewis Family Farm, Inc.

On Friday, March 14 at 8:00 a.m., the Legal Affairs Committee will consider draft proposals based on the Technical Advisory List discussion topics for corrections, clarification and codification of standard practices.

At 9:00, the Full Agency will convene for a presentation on the Lake George Park Commission’s Draft Stream Protection Regulations and an update on the programs and priorities of the Lake George Watershed Conference.

At 10:00, the Local Government Services Committee will consider approval for an amendment to the Town of Horicon’s Agency Approved Local Land Use Program. The committee will receive an update on the Local Government Day agenda, which is scheduled for March 25, and 26, 2008.
