RAY BROOK - The Adirondack Park Agency announced today that public review of proposed draft revisions to its Enforcement regulations is underway. This first step in the process of gathering public input on these proposed changes to Part 581 of the Agency’s regulations is expected to continue through the remainder of this year; more formal public review, involving the scheduling of public hearings, will occur in 2002.
The proposed draft changes to the Enforcement regulations represent the next installment of regulatory revisions under Agency consideration. These latest proposed changes are part of a comprehensive, ongoing Agency effort, initiated in 1996, to revise its regulations to help clarify existing regulatory language, simplify and expedite the delivery of services to the public, and introduce more consistency, uniformity, and predictability into Agency administration and decision-making. Changes to Agency permitting and project review processes and requirements were approved and put into effect in January 2001. Additional proposed changes to regulatory definitions are currently being considered by the Governor’s Office of Regulatory Reform and are expected to become the subject of formal public review beginning later this year.
In announcing review of proposed changes to its Enforcement regulations, Agency Chairman Richard Lefebvre acknowledged the overall goals of the Enforcement regulation revision effort are to fulfill the Agency’s statutory responsibilities, create more efficient mechanisms to resolve violations, and provide a full and fair opportunity for all parties to present information for Agency review and consideration. He went on to note "we believe that these proposed draft regulatory amendments will serve to help ensure the more timely disposition and resolution of matters involving the administration of the Agency’s Enforcement process."
