RAY BROOK, NY – The Adirondack Park Agency will hold its regularly scheduled monthly meeting on Thursday, August 7 and Friday, August 8 at the Adirondack Park Agency Headquarters in Ray Brook, NY.
The Full Agency will convene on Thursday morning at 9:00 for the Acting Executive Director’s monthly report. Following the report, the Adirondack Park Invasive Species Program Partners will sign a Cooperative Agreement to ensure coordinated and proactive invasive species management practices continue in the Adirondack region.
At 9:30, the Regulatory Programs Committee will consider approval for a permit to construct a 100-foot tall telecommunication tower. The project includes the placement of a 12-panel antenna array located 96 feet from the bottom of the tower. The tower is designed to accommodate three additional cellular carriers and provide cellular coverage to the Northway. The proposed project is located in the Town of Lewis, Essex County. Key issues include visibility and co-location in accordance with the Agency’s Towers Policy.
The committee will then conduct a conceptual review for the Whiteface View, LLC proposed subdivision and conversion of a pre-existing resort hotel into single-family residential use. The project in located along State Route 86 across from Whiteface Mountain in the Town of Wilmington, Essex County. Key issues include project eligibility for density exemption through the conversion principles of the APA Act, on-site wastewater, stormwater management and visibility. The committee will formulate a conceptual review opinion only and not determine approvability at this time.
At 1:00, Dr. Chad Dawson of SUNY College of Environmental Science and Forestry will brief the State Land Committee on the Lows Lake Primitive Areas Visitor Study. The study was funded by the NYS Department of Environmental Conservation (DEC) and is intended to support decision making and planning for Lows Lake and adjacent wilderness and primitive areas.
Following Dr. Dawson’s presentation, DEC staff will present information on a proposed amendment for the Bog River Complex Unit Management Plan to the State Land Committee. The proposed amendment would regulate the timing, frequency and location of floatplane access on Lows Lake through a mandatory permit system. Under this alternative, floatplane access to Lows Lake would continue for a set period of time subject to restrictions set forth in an annual permitting process administered by DEC.
At 3:00, the Legal Affairs committee will receive a presentation on boathouses, docks and floating structures and possible proposed regulatory revisions.
On Friday, August 9 at 9:00 a.m., the Park Policy and Planning Committee will convene for a presentation on "People in the Park – An Adirondack Communities Toolkit” This presentation is based on a report prepared by Conway School of Landscape Architecture graduate students.
Following this report, the Committee will hear a panel discussion on Energy Conservation and Efficiency. A panel of experts will detail energy issues including codes, technologies and costs.
The committee meeting will then consider authorization for an inter-agency Memorandum of Understanding with DOT and DEC for implementation of design guidelines for State highway design, construction, and maintenance within the Park.
The Park Policy and Planning Committee meeting will conclude with a technical map amendment to clarify a regional boundary involving Resource Management and Rural Use classified lands in the Town of Newcomb, Essex County.
The Full Agency will convene at 11:00 to conclude its meeting with committee reports and take actions as necessary.
