RAY BROOK, NY –The Adirondack Park Agency will hold its regularly scheduled monthly meeting on Thursday, October 9 and Friday, October 10 at the Adirondack Park Agency Headquarters in Ray Brook, NY. The Full Agency will convene on Thursday morning at 9:00 for the Acting Executive Director’s monthly report.
At 9:15, the Regulatory Programs Committee will consider an appeal of a third notice of incomplete project application involving a material change to a previously approved Agency project. The applicant is proposing to remove a pre-1973 single family dwelling, replace it with a significantly larger dwelling, constructing a boathouse and two driveways to access to the dwelling. The project is located in the town of North Elba, Essex County.
The Committee will then consider a variance request for the construction of a handicap accessible 8-foot x 48-foot (384± square foot) scenic overlook and fishing access platform within the 50-foot shoreline structure setback of Lake Algonquin. The platform will be ADA (Americans with Disabilities Act) compliant. Also proposed are a picnic area, drainage, signage, landscaping, crosswalk, and parking area improvements. The project is located in the Town of Wells, Hamilton County. Key issues include practical difficulty and open space impacts.
At 11:00, the Park Policy and Planning Committee will hear a second reading and discuss the proposed policy on Energy Supply, Conservation and Efficiency in the Adirondack Park. The draft policy is intended to ensure that the Agency integrates concerns for energy supply, conservation, and efficiency into its Park planning, public education and project review functions. It is also intended to implement and support executive orders and other State energy programs currently being implemented by this administration
At 1:00, the State Land Committee will convene and review the proposed trails on state land at Gore Mountain Ski Center that connect with the Town of Johnsburg’s adjacent Ski Bowl. This is a component of the 2005 unit management plan that was subject to a supplemental final environmental impact statement. The Committee will then determine State Land Master Plan compliance for this component.
Following this action the Committee will consider State Land Master Plan compliance for DEC’s proposed amendment to the Bog River Complex Unit Management Plan. The proposed amendment would regulate the timing, frequency and location of floatplane access on Lows Lake through a mandatory permit system. Under DEC’s alternative, floatplane access to Lows Lake would continue for a set period of time subject to restrictions set forth in an annual permitting process administered by DEC.
Agency staff reviewed the proposed amendment and recommends it be found inconsistent with the guidelines and criteria of the Adirondack Park State Land Master Plan. The primary management goal established by the Master Plan for the Lows Lake Primitive Area is preservation of the wild character of the Lows Lake Bog River Oswegatchie Wilderness canoe route, which extends into the Five Ponds Wilderness Area, without motorboat or airplane usage.
At 3:00, the Park Policy and Planning Committee will re-convene to hear four map amendments. The amendments involve lands in Essex, Warren and Franklin County including the reclassification of 92.6 acres of land in the Town of Ticonderoga, Essex County from Moderate Intensity Use to Hamlet.
On Friday, October 10 at 9:00 a.m., the Park Policy and Planning Committee will hear a first reading and then discuss an Agency Policy on Affordable/Workforce Housing. The draft policy is intended to ensure that the Agency, in exercising its land use planning and regulatory responsibilities, considers the critical need of many communities in the Park for an available supply of affordable, well constructed, energy efficient housing for year-round residents.
The Full Agency will convene at 11:00 to conclude its meeting with committee reports and take actions as necessary.
