August Agency Meeting Topics


RAY BROOK - This month's Adirondack Park Agency meeting will be held at the Copperfield Inn, in North Creek, on August 9 and 10. While the Agency regularly meets in Ray Brook, it also makes an effort to meet in other communities in the Park.

On Thursday, the Agency will meet at 9 a.m. in the West Terrace Room of the Copperfield Inn, in North Creek where Maureen Donovan, Vice President of Warren Country Regional Economic Development Corporation, will welcome the Agency to the community on behalf of Town of Johnsburg Supervisor, William Thomas.

Beginning at approximately 9:15 a.m., in the West Terrace Room at the Inn, Agency staff will make a historic resource presentation during the Regulatory Programs Committee. Staff will discuss the evaluation of existing or potential historic sites and buildings when they are involved in projects being reviewed by the Agency. Historic sites are one of the "development considerations" listed in the Adirondack Park Agency Act. The Agency coordinates its review with the New York State Office of Parks, Recreation and Historic Preservation. After the presentation, Committee members will discuss the permit requests for two new projects: a telecommunications tower in Willsboro, Essex County, in a Resource Management land use area, and a single-family dwelling and boat-storage building in Stony Creek, Warren County, also in a Resource Management land use area. Committee members also have two requests for reconsideration, a variance order amendment request in Harrietstown, Franklin County and a shoreline setback variance for a carport in the Town of Chester, Warren County.

There will be a working lunch with Maureen Donovan and Dorothy Osterhout, Chairperson of the Johnsburg Planning Board to discuss the status on the Town of Johnsburg's local planning programs. This luncheon will provide local officials with the opportunity to review local program initiatives and current development trends.

A towers policy update will be given during the Administration Committee meeting beginning at 1:30 p.m. in the West Terrace Room. The Committee will review and discuss the consultant's draft recommendations for an updated policy on telecommunication towers and a revised Supplemental Information Request form. Committee members will also review a proposed amendment to the Agency Policy, Procedures and Guidance System Policy related to the handling of routine operational matters, and a revised Memorandum of Understanding with the Warren County Soil and Water Conservation District.

On Friday, at 9 a.m., there will be a presentation and discussion on tourism in the Park during the Economic Affairs Committee in the West Terrace Room. An expert panel will update the Agency on the region's tourism economy, advertising and promotion programs being carried out by the state of New York, the region's Tourism Promotion Agencies (TPA's) and the Adirondack North Country Association. Included on the panel will be: Linda Wohlers, Deputy Commissioner for Advertising and Marketing, Division of Marketing, Empire State Development; Carl Wiedemann, Chief, Bureau of Recreation, Division of Operations, New York State Department of Environmental Conservation; Ann Melious, Executive Director, Adirondack Regional Tourism Council and Terry Martino, Executive Director, Adirondack North Country Association.

In keeping with a public comment policy recently adopted by the Agency, there will be opportunity for public comment at the beginning and end of the Agency meeting.

The next Adirondack Park Agency meeting will be held on September 13 and 14. On the 13th, the Agency members will conduct their meeting at the headquarters in Ray Brook, and on the 14th, the meeting will be held at the Paul Smith's Visitors Interpretive Center.
