RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its regularly scheduled monthly meeting at its Headquarters in Ray Brook, NY on Thursday, November 15, 2012. This month's meeting is one day only and will be webcast live. Please use www.apa.ny.gov and click Webcasting from the Contents list to watch the meeting.
The Full Agency will convene at 9:00AM for Executive Director Terry Martino's monthly report.
At 9:30, the Regulatory Programs Committee will convene to determine approvability for a variance from the Agency's shoreline setback regulations. The Town of Harrietstown and the Village of Saranac Lake have requested a variance to replace and expand an existing 105± foot long retaining wall within 50 feet of the Saranac River. A 100± square foot access ramp with metal railing is also proposed. The project site is located along the Saranac River in the Village of Saranac Lake.
The Board will consider a telecommunication proposal from New Cingular Wireless, PCS, LLC (AT&T) to replace existing omni-directional antennas with a nine-panel antenna array which would be concealed behind roof gables on the Crowne Plaza Hotel. The general permit amendment is coming before the Board due to Board Member Arthur Lussi's association with the Crowne Plaza Hotel. The project site is located in the Village of Lake Placid, Essex County.
The committee meeting will conclude with discussion of General Permit 2008G-1B - Management of Aquatic Invasive Species Using Benthic Barriers and Hand Harvesting Techniques and General Permit 2012G-1 - Silvicultural Treatments that meet Jurisdictional Clearcutting Thresholds. Agency staff will seek Board authorization to solicit public comment on these two general permits.
At 1:00, the Public Awareness and Communication Committee will hear an informational presentation on the Adirondack Climate and Energy Action Plan (ADKCAP). Stephanie Ratcliffe, Executive Director of The Wild Center, will present an overview of ADKCAP programs. ADKCAP is a coalition of organizations and individuals in northern New York working to implement a proactive strategy to improve energy and cost savings throughout the region. ADKCAP works to educate people about climate change and the need to develop self-defined actions for individuals and municipalities.
Ms. Ratcliffe will be joined by Curt Stager, Professor, Paul Smiths College, who will provide an overview of what climate change means for the Adirondacks. Additionally, Corrie Miller, Executive Director, Ausable River Association, will discuss the need for planning for storm events. At 2:30, the Park Ecology Committee will be briefed by NYS Department of Environmental Conservation Assistant Commissioner of Natural Resources Kathy Moser on the Invasive Species Council, legislation and other DEC initiatives.
At 3:30, the Park Ecology Committee will reconvene for a status update from Rob Davies, DEC's Director of the Division of Lands and Forests on existing forest invasive pests in New York and different responses associated with each along with the legal considerations and parameters associated with this issue in the Forest Preserve.
At 4:30, the Full Agency will assemble to take action as necessary.
The meeting will conclude with committee reports, Review Board, public and member comment.
