RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its regularly scheduled monthly meeting at its Headquarters in Ray Brook, NY on Thursday October 9, 2014. This month's meeting will be one day only. Please use www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.
The Full Agency will come to order at 9:00 AM for Executive Director Martino's monthly report. Ms. Martino will ask the Agency Board to pass a resolution acknowledging the outstanding work the Town of Inlet has done to protect water quality through the enactment of their local Septic Inspection Law. The Agency's resolution encourages other Adirondack municipalities to follow the Town of Inlet's example and enact similar local laws.
At 9:30 AM, the Regulatory Programs Committee will convene to determine approvability for a proposed shoreline structure variance requested for private property along the Hinckley Reservoir. The variance request involves the construction of a retaining wall in order to alleviate an ongoing slope collapse. The proposed site is located in the Town of Russia, Herkimer County.
The Committee will also consider approving second renewal requests for two previously approved APA subdivision permits. The requests involve projects previously approved in the Town of Dannemora, Clinton County and the Town of Webb, Herkimer County.
At 11:15 AM, the Economic Affairs Committee will hear a presentation from John Culpepper, Director of Facilities at the North Country School, on the school's successful implementation of renewable energy systems.
At 1:00 PM, the Park Ecology Committee will come to order for a briefing on NYS Department of Transportation's (NYS DOT) Road Salt Pilot Program. Michael Lashmet II, P.E. will give a presentation on NYS DOT's two-year pilot program (2012-14) to reduce road salt use at four locations in the Adirondack Park. Mr. Lashmet will also speak about alternative snow and ice control materials and methods.
At 2:00 PM, the Park Policy and Planning Committee will review a proposed request from the Town of Moriah, Essex County to amend the Adirondack Park Land Use and Development Plan map to reclassify approximately 20 acres from Resource Management to Moderate Intensity Use. The Agency Board may accept the Draft Supplemental Environmental Impact Statement and authorize Agency staff to hold a public hearing.
At 2:45 PM, the Legal Affairs Committee jointly with the Administrative Committee will review an agency staff proposal to delegate the approval of certain variances to the Agency's Deputy Director of Regulatory Programs.
At 3:45 PM, the Full Agency will convene for committee reports, Local Government Review Board comment, public and member comment.
