The Adirondack Park Agency will hold its regularly scheduled monthly meeting on September 14th and 15th at its headquarters in Ray Brook. The meeting is highlighted by a presentation by Office for Technology Director Hanford C. Thomas on the statewide wireless network and its implications for the Adirondack Park.
The Agency will convene at 9 a.m. Thursday to conduct routine business and hear a report from the Executive Director. At 9:15 the Administration Committee will resume discussion of public comment at meetings, and will receive an update on computer tracking of compliance efforts and a report on Agency positions. The Committee will also address issues regarding Agency meeting and committee meeting minutes. Discussions involving general permit conditions and the Committee of Three have been referred to the Regulatory Program Committee.
At 10:30 the full Agency will convene to hear a presentation by Hanford C. Thomas of the State Office for Technology on the statewide wireless network, an integrated statewide wireless radio network which will provide a common communications platform for state and local public safety and public service agencies. Following the presentation, Agency staff will discuss their recommended approach for updating the Agency’s tower policy and identify both immediate and long-range actions necessary to deal with related projects that come before the Agency.
The Regulatory Programs Committee will meet at 1:00 to consider two items referred from the Administration Committee, general permit conditions and the Committee of Three. The Committee will then consider two projects involving construction of a tower mounted with a wind turbine generator in the Town of Waverly, Franklin County, and the construction of boardwalks, decks and a dock in Sepculator, Hamilton County.
The Enforcement Committee will then convene at 3:00 to receive an update and discuss ongoing work on a proposed environmental benefit project policy, and to discuss in executive session litigation involving the Bucci enforcement case. The State Land Committee will also meet at 3:00 to determine whether the Gore Mountain and Meadow Brook Campground Unit Management Plan Amendments are consistent with the State Land Master Plan and their respective adopted unit management plans.
On Friday, September 15th, committee meetings will resume at 9 a.m. with a meeting of the Local Government Services Committee, which will consider a request by the Town of Bolton to amend its program text relating to telecommunications towers. The full Agency will then convene at 10 a.m. to receive and act on the committee reports.
The Agency will next meet at its headquarters in Ray Brook on October 12th and at its interpretive facilities in Newcomb on October 13th.
