Adirondack Park Agency to meet August 10th and 11th


The Adirondack Park Agency will be holding its regularly scheduled monthly meeting on August 10th and 11th at the New York State Ranger School at Wanakena, which is operated by the College of Environmental Science and Forestry in Syracuse. In addition to viewing this beautiful facility and magnificent corner of the Adirondack Park, the meeting is highlighted by an opportunity to meet new ESF President Cornelius B. Murphy, Jr. and to hear a presentation by Ranger School Director Christopher Westbrook on the Clifton/Fine Community Revitalization Project. Agency Members and staff will also have opportunity to meet local officials from the area to discuss current issues. In addition, the Agency will tour areas of natural significance and discuss the successful efforts of the New York State Empire State Development Corporation to assist in the continued viability of the Appleton Paper Company, a major employer in the area. Finally, Dr. Edwin H. Ketchledge, SUNY Distinguished Teaching Professor Emeritus, will be recognized for his significant contributions to the ecology of the Adirondack Park.

The Agency will convene at 9 a.m. Thursday to conduct routine business. At 9:30 the Regulatory Programs Committee will meet to continue a series of discussions involving development considerations in the project review process. This month’s topic is aesthetics. The Committee will then consider three projects involving improvements to municipal water supply systems in the Town of Crown Point, Essex County, and the town of Lake George, Warren County, and a tower and antennae proposed for Bassett Mountain the Town of Jay, Essex County.

At 11:00 the Administration Committee will resume discussion of public comment at meetings and will also address computer tracking of compliance efforts and receive an update on new Agency positions.

The Park Ecology and Interpretive Programs Committees will then convene at 1:15 to receive a report on a nuisance aquatic plant permit study undertaken in partnership with the Adirondack Lakes Survey Corporation. The Agency will also discuss the ecology of the surrounding area and together with ESF President Murphy take the opportunity to salute Dr. Ketchledge. The Interpretive Programs Committee will then discuss the school visitation program at the Agency’s visitor interpretive centers in Paul Smiths and Newcomb. At 2:45 the Park Policy and Planning Committee will consider two map amendments, one proposed in the Town of Queensbury, Warren County, and a technical amendment in the Town of Dannemora, Clinton County. The Committee will also be updated on the Appleton Paper industrial site.

The full Agency will then convene at 4:00 for a field trip to view ESF properties and local business opportunities.

On Friday, August 11th, committee meetings will resume at 9 a.m. with a meeting of the Enforcement Committee, which will reconsider its determination of July 13 in Enforcement Case E99-146 (O’Connell). The full Agency will then convene at 10 a.m. first to hear a presentation by Ranger School Director Christopher Westbrook on the Clifton/Fine Community Revitalization Project, and then to receive and act on the committee reports.

The Agency is considering potential meeting sites for its September 14th and 15th meeting.
